Lithium Titanate Cells support low temperatures 

The LTO technology has a dry powder electrolyte with significantly lower humidity. The reduced humidity of the raw material gives a higher resistance to freezing or creation of icing micro-crystals. 

As a result the LTO cells support charge and discharge at low temperatures (as low at -30*C).
