Question:

What is the PWM output if on pin 4 a voltage is applied to allow 20A AND at the same time pin 5 is shortend to ground (pin 3)?

Answer:

The PIN5 has higher priority as described at wiki for EVSE:
 
than the PIN4
 
The result of described connection in question will be limited current to 6A.
