A full cell cannot charge an empty cell!  You need to charge the cells to the same full level together!

 

Just another photo….. This way you can simply balance a fully charged cells with the discharged cells…. We just leave them connected over night and the next morning the cells are ready to go on….  they are partially balanced, BUT NOT COMPLETELY.
